After passing unanimously in the state Senate, the so-called HOMEnibus bill was narrowly defeated in the House earlier this month, 188-173. Eighteen Democrats joined 170 Republicans in voting against Senate Bill 538, which would have granted municipalities greater authority to increase housing stock through their zoning ordinances.
