A third of the way into a 10-year pledge to accelerate home construction, new housing starts in Kitchener, Waterloo and Cambridge remain far off target.

Builders poured foundations in May for just 39 additional houses, apartments or townhouses across the three cities, according to data released Monday by Canada Mortgage and Housing Corporation.
